LisaM Alex Nassi Thanks for your responses! I was on holiday and got back to my desk yesterday.

Unfortunately Core widgets as well as the Abusive author content notification are not the ones, we've tried both but are not tied to the notification and body text "An issue was identified your forum thread, its a abuse .... etc etc" 

 Lennert Fransen - What about Notifications > Moderated Content? By any chance are there multiple languages on your site?

Have you looked through the options in Administration > Translation?

Also, what is the abuse type that's triggering the email?

When you trigger the email to send, do you see anything in the Monitoring > Events log that says the email was sent and maybe gives an indication of the template used?

I think, while I was explaining where to find an abuse email notification to Lisa here:  Changing the language on abusive user notifications I think I have found the solution to the issue here To me it looks like the Abuse Author Content notification is used in many ways for multiple types of notifications. Just the tokens in the email differ. I will do some double checking soon.
