Emails not being sent with no exceptions logged in version 12.1.3

As subject reads, we are seeing that some email notifications for new replies and posts in forums are just not sending. There is nothing logged that the system even attempted to do so and there are no exceptions logged for the relevant times.

(Have checked audit, event, exception logs in UI/UX and smtp.logs on server)

Any thoughts on how to debug this?  Most of the emails on the system are sending.

JobServer log rotated too quickly for the last reported instance (since that only has a shelf life of a day...) but shows no errors and no errors were raised in the job server error log.
