Trying to access REST endpoints after upgrade to v12 following docs here:

I keep getting 403 errors with the same code that worked on v11. I have verified that the user has the new REST API role and that role has access REST permissions.
Not sure what next steps are. Using an oAuth client credential does work, but needed to use api key for this instance.
