It is possible to post a community-wide announcement that will appear on the Home Page and, if desired, throughout all community groups.
The Generic Content Widget or Unfiltered HTML Widget can be added to the header of the Home Page to present such an announcement. You can lock the widget if you want it to appear throughout the community site.
