The default set of friends for new members joining the community can be defined by going to Administration > Membership > New Member Experience:
In the Default New Friends input, search for and select the members that should be set as the friends of new members joining the community. Note that changes made here will only affect new members (existing members will not be affected).
When your selection is complete, click Save to commit these changes.
