HTML5 Transcoder is stuck.

You could restart the job server as an option to reset all jobs (including the video transcoder). If you haven't processed many files on the site, you could disable and re-enable the video transcoder plugin but be aware that this will delete all currently transcoded videos.

It turns out one of my videos was crashing the transcoder due to a known bug in the third party FFMPEG.exe file.  Verint updated it for me and the videos are all transcoding now.
