Administrators are notified when a user request access to a group post upgrade to 11.1.10.18802

From my personal experience, the client sites that I am an administrator of, I do receive these similar notifications for groups - even if I am not a part of that group. I believe it is because we are administrators and administrators receive these site notifications. 

Yes, administrators will receive site notifications but i'm pretty sure group request access notifications should only be delivered to group owners / managers .

I have seen this on other community running under 11.1.8.17149. Was this intentional or a bug?

Are you sure the accounts in questions are not group owners?  If they were accounts that initially created teh group, they are automatically added as group owners

Yes, I'm pretty sure the users who are not even a member of the group (but admin) are also receiving group request notifications.

I can verify that all members with Modify Membership permission within the group will potentially receive the group membership request notification. This does not limit to direct members. Admins, therefore, would be included.

But I wonder why this wasn't for the previous versions

That's fine, can we get an option to mute sending notifications to Administrators.
Because  some communities have more than 50 groups and around 100thousand users. If admin's will receive all these  messages his mail box will be full.
