We recently upgraded to v11 and today, I noticed that our forum evangelist site role no longer had permission to lock threads. Has something changed between v10 and 11? How do I give a site role the ability to lock forum threads?

Here is the permission in a 10.3 instance. It would have behaved the same way in 10 and 11 regarding moderation notifications - again, scoped to the level of where the permission was granted. If it was granted only for a certain forum, only moderation notifications generated from that forum would be shown.
