User has appealed but moderator cannot see it

We've got a pretty default set-up with no custom workflows etc. I'm trying the moderation because users have had some issues with messaging. On our test system, I reported my own second account as abusive. As expected, that put me into moderation. I checked as administrator that I could see the account in the moderation queue. I then appealed from the "victim" account. But the moderator still sees the account as "not yet appealed", even if I try everything I can think of to sign in and out, refresh and so on. Whereas the "victim", if trying to appeal, is told "Thank you, your response has been submitted. Your appeal will be reviewed promptly..." In short, as administrator with moderation rights, I can't see the appeal.

How can both these settings exist at the same time? What should I check?

It was the sorting setting in the moderation queue, which is atypical in content because it's a test system, so we've just got some random old messages in there that we never got around to moderating. And I don't normally moderate or I'd probably have spotted that the one I was looking for was down off-screen.

    We use 11.1.2.11425 for what it's worth, but this is resolved.
