Do we have an In-Process api or REST api to get the Time zone that the database and web servers are set to

Hi, 
 We wanted to know the selected Time zone in the community which is configured by the admin 
 Can you please let us know what is way to get this, whether using In-Process api or REST api to get the Time zone?
