How do I obtain this free Cookie Consent Banner from Telligent Marketplace? It doesn't say how to obtain it.

I believe you need to join the Marketplace group to get download access. There should be a black banner at the bottom of the screen when you look at the listing:

This is correct, thanks Alex Nassi !. Once you join the Marketplace group, you will be able to refresh the listing and download it.

Yeah, I was stuck on this for a few minutes too.. then I noticed the small black banner at the bottom of the page. It wasn't overly obvious TBH.. it could really do with the 'Download' button being visible & clicking it prompts the user to join the group.
