Verint Community 11x Installation Error: Unable to Identify Current Version of the Install

I am doing a test install of the Verint Community 11x on to  a HyperV Windows 10 dev environment using the provided documentation.

I am on the portion to Install Website. After setting up my IIS APPPOOL permissions to the Database, I tried launching the website and received the following error:

Any idea what could be wrong?
