When adding a new thread or question to the forums, it doesn't search the forum to see if a similar question or post has been done/asked before. Is this a custom feature or something I can do in the settings myself?

This should work out of the box.
There is a "Forums - Ask a Question" Widget that Can be Placed in a Forum Application that allows the user to start typing a question and be brought to the forum submission page (while also searching on related content):
There is some configuration for it as to what related content is brought up - but it should be set to search similar forum posts by default:
On the actual forum submission page - the "forums - Create/Edit Post" Widget Should Have the Same Behavior for the "title" Field:
Once again, there is some configuration - but it should already be set by default to search similar forum posts (but I would confirm):
Also, please confirm the search in your site is working - sometimes if the search is down and needs to be re-indexed - these similar results will not display. A couple of ways to know if your search is down - is if you try to search at the site level and no results come up. If you add /members to the end of your community home page URL and no members appear. If either of these are the case - please create a ticket with Verint to have your community search reindexed.
