Yes, I do that regularly . As you stated already the VS should be in Adminstrator Mode. But specific to the error Access is denied it seems that the jobservice  was installed on c Drive which some times restrict the other applications. Try installing the jobservice on other drive rather than c , and see if debugging works then

Thanks for confirming this works for you Satish. I've got a feeling it might be some of the security software that our IT department install on our machines, or security policies that are applied. Just knowing that it should work is half the battle.. I can reach out to IT to see if they can relax some of the restrictions.
