How to create a custom control to add a list of groups with a custom application? specifically for use in the widget configuration?

Question

is this Developer Training a good starting point to create the custom control? I think I've done this before just a long time that.

However, I need a list of groups with applications (e.g. blog forum wiki media), Which maybe there is a control that will also list the custom applications... maybe..

The other part to this question, is this relevant to Community 12 or is there a different workflow to use when creating a custom control?
