What Does the Content Tags DELETE REST API Do?

I ran the Content Tags DELETE REST API code, got a successful message. I then checked the content and the tag I removed still exits. I am misunderstanding what this REST API call does or is there an issue on my server?

We can take this offline to help take a further look - to do some further testing for the first case and to understand what parameters were used in the second case
