core_v2_siteCustomNavigation maxDepth property set to "2" but not able to move nest items in the nav control.

I'm on 12.1.5  Trying to use the custom navigation control to nest nav items.  I have the maxDepth set to "2" but when I edit in widget config, I'm not able to nest the nav items.
