Unable to change user avatar

It seems I'm unable to change my user profile avatar. When clicking into my user profile, choosing edit profile, I don't see a thumbnail of my avatar with the option to change. The setting for users to upload avatars is turned on in our community. Any ideas what might be causing this?

The default experience changes the avatar in the user banner widget into an editable UI for uploading/selecting a new avatar. If the banner is not used on your site, you'll need to expose this option a different way.
