I have went through the support and this was the response from them

I haven't found a way to test connectivity ore ore specifically whether a certain port number is open or not.
This does look very much like a problem such as a firewall blocking access to the bus.

The easiest way to test this is to temporarily install everything on the same VM on the UAT environment.
In that case the web node would also host the Job Server, and Socket Bus service - if everything connects as indeed it should then we definitively know it's a connectivity problem.
