That permission was last used in the platform to control direct emailing between members. That feature was removed, the permission was obsolete, and later removed. I've updated the documentation to reflect the removal of that permission.
Thanks Ben. We were hoping for a way for some of our (power but non-admin such as employee) users to be able to contact members and short of what appear
more user management permissions (Manage Membership) to allow member contact. Is there an equivalent permission remaining that could be used short of managing memberships?
Currently, to send a message to another user in the community, the author must have Manage Membership permission, use a system account, or meet the conversation requirements specified by the recipient user.
There isn't a messaging-specific permission to grant privileged access to send messages currently.
