Possibly related to ISendEmail Obsolete?
Is the function for Administration>Members>Email Members broken in 12.1.3?
I am seeing that it only intermittently logs an item in the Audit log when sending an email and it appears that the exception log may be logging "Email Unable to Send" (User is not configured to receive email or is unable to receive email.) (I say may because other events on the site occurred at the same time and some of those emails may have been unable to send through normal forum posts)
smtp.logs folder does not show the attempt to connect to the SMTP server so I also suspect this is caught internally in the platform.
For the record, users attempting this were both full site administrators sending to roles that do not have the manage membership permission.
