How can we access the Username Filters via plugin code? We use oAuth to verify usernames before they are created and want to work in invalid usernames to the check.

There is not an API for this, nor should it really be needed as it will be verified during account creation
We allow users to set their community username in our oAuth service so when the account is created on oAuth login it's too late for them to change it.
then you really should not be applying community rules anyway as you have decided to use a secondary identity provider. The rule should be applied at the provider and passed through or you are just adding network overhead and the potential for one system to prevent functionaing of another
Well we need to verify the username is unique and not a banned word.
That still does not really not change the response. Either you need to do this on the identity provider, or as stated previously when the account is created on the community, regardless of the username given during creation, it is subject to the username filter
