Is there a way to prohibit Group Owners from creating new groups?

Some of our group owners have gone group happy and are creating groups unnecessarily. Is there a way to make it so only Administrators can create groups? 

I've tried disabling this in the group permissions, but it looks like they are still able to go in and enable it again.

    To be fair, shouldn't only Senior Admins be able to set a Group Owners permissions? Group owners shouldn't be able to decide for themselves what they can and cannot do/have access to? 

    It makes sense for Group Owners to manage the permissions of their Group Managers and members but not their own which to my mind should be set by the Senior Admin team!
