Quality is based on the content quality score configured within Administration > Scoring.

Most asked is ordered by the number of "I have this question too" votes are applied to each thread.

Thank you for the response. How does the "most asked" work in case of threads that are Discussions (as opposed to QnA post)?

There would be no variation in discussion threads. The count only varies with the "I have this question too" totals.
