i.e. does the user have permission "a" in this group then they can embed this type..

An embeddable's availability can currently only be scoped by role. This is in part due to the fact that both embeddables and roles are editable via configuration whereas permission definitions are hard-coded.
It would be nice if there was an additional script/system that is processed to determine visibility, so features could be programmatically enabled and disabled. But thanks for the clarification.
I think this is a good idea, and I'd recommend logging it in Ideas and Improvements .
