Custom Site Tour

Question

Looking to create a customized site tour to replace the one that ships with the project. 
 
 I'm looking at $core_v2_tourTip, but don't quite understand trigger the popups automatically and make them flow from page to page.

When a page loads with tour tips embedded in the page, they are reviewed to determine which tips have not yet been read. Any unread tour tips are published using the "ui.tourtips" client message and are rendered by the Tour Tips widget that, by default, is added to the footer of the site theme. 
 Tour tips don't have the built-in support for navigating to other pages and, by default, only show for the current page when there are unread tips by the current user. 
 It appears there was an issue with our documentation regeneration for 12.1 -- while that gets resolved, you can review the documentation for 11.x which is still valid for 12.x with regard to tour tips:
