Are you seeing it as a regular user or as an admin?

I just tested this and it is working fine.  Ensure you are ONLY looking at forum threads as it only works for forums, and ensure the user you wish to hise has the "Hide this content from other users" option checked and saved in membership.

If your problem persists I suggest opening a support ticket for further investigation.
