REST API endpoints to list and assign applications to groups

You can list applications filtered by containerId/containerTypeId using the in-process API:  Applications In-Process API Service 

Manipulation like adding applications to a group requires using the APIs of the specific application types (eg, Blog, Article, etc) that you want to create.

Is the API you shared with accessible via the REST API?  I'm hoping to use a REST Endpoint like this:
Application Subscription REST Endpoints

Otherwise, would I need to create a C# plugin to use the API you noted above?

There's no REST equivalent for those endpoints. Yes, you could write a custom IRestEndpoints plugin to expose that API to REST.
