Allow site role to move any blog post

The text is incorrect - the lookup uses the current user's account to check permissions, and they need the Blog "Create Posts" permission in the desired target blog. Community v11 does not have a UI-managed way to set this default for site roles across all groups - see this thread for discussion:  How do I change the default set of Group permissions for Owners, Managers and Members

The text looks correct if is is trying to say that the named author needs to have create rights in the place I want the site role to move the post to? I think the only way to get around this is give the Employees site role create access for all of our posts.

Internally, the access check uses the current user, not the original author. So the current user is the one that needs the Create Posts permission. So if you have a role just for the users that are allowed to move posts, that role needs to have the Create Posts permission wherever the posts might be moved to.

Interesting. I gave my test account permission via a site role to create posts in any blog application at the Group level. Do I need to go into each blog application and do the same as I did at the group level, or should each blog inherit the setting from the group?

Permission changes at the group level should propagate to the app level, but you can confirm by checking the permissions at the app level. For instance, if a previous change at the app level would override the group-level change, then it will not be propagated.
