Is it possible to allow the complete Wiki Table of Contents navigation to appear without the scroll bar?
Can you show more of your page layout? Looks like there is another widget below the first. The TOC widget will expand to fill space, but if it is constrained by page height or other elements, it can resort to showing the scroll bar.

You would need to make some layout adjustments to the other widget in the column (e.g. making its content smaller vertically), or make some styling adjustments to the widget. You can try editing the Wiki - Table Of Contents widget and forcing a min-height on the heirarchy div. You could even add it as a configurable value in the widget configuration for quicker adjustments and ability to vary height per page.
