Why is user activity showing up as 'appealed abuse'?

Was this user reported as spam/abuse and removed via Moderation? An AbuseAppeal record would have been created for them, even if they took no action to appeal.

They wouldn't have been reported as spam/abuse, but we would have marked them as 'Pending Approval' or 'Disapproved' before completely deleting them from the platform. Would that have triggered the AbuseAppeal record? 

I confirmed that marking the user as Pending Approval will create a record for them in the Moderation system, and thus produce this message in Reporting.
