How do you configure the content editor to allow embedded code

If you're viewing it from a full-featured desktop browser, it should render as in your second screenshot. On what browser/device are you seeing the first? And can you share the configuration of the Mobile Browser User Agent Pattern property? It's available in Administration > Site > Editor Options.

Yes this was in chrome on desktop

This is the verint connect site (11.1.6.14291) via desktop chrome, I can access stage (same build) and it's fine but production shows me the editor without the extra toolbar as shown in the screen shots 

This as also the case before the updates to the site theme recently

Have you ever used desktop Chrome to simulate a mobile device? It is possible that you have the mobile version of the configuration cached. The cache headers for the editor's configuration do not consider user agent (since a browser's user agent string doesn't change with regard to what is being reviewed outside of development). A cache-bypass in Chrome (or manually expiring the cache) should resolve the issue.
