Grant forum post move permission to Role

Question

Is there any way we can grant forum post-move permissions to a site role? 
 our requirement is to grant access to specific users to move forum posts from one forum to another forum. The target and default forum both are under public openmemberships groups

Users who have "Edit Discussions, Questions, and Replies" permission in the source forum and "Create Discussions/Questions" permission (and "Create Replies" if the thread has replies) in the target forum can move threads. These permissions can be granted to a single site role in all forums to enable that site role to move threads throughout the entire community. 
 In version 12, this permission could also be defined as the default for all groups in Administration. This was not possible in version 11.x, however.
