What does "moderate & review abuse" permission actually get you?

We have a core group of SMEs who are handling most of our community questions. We are considering allowing them to verify answers after a period of time (assuming that customers don't do that on their own). To allow them to do this, as I understand it, they need to have the "moderate and review abuse" permission. 

1. Is that the only way?

2. What else comes with that permission? The ability to review approve/deny items in the moderation queue, I assume. What else?
