Why does a Header make the cell so big?!

I created a chart that looked like this:

When I change the title to a Header font to create a table of Contents, it makes the entire cell massive:

This looks terrible published.  Is there anyway to fix the sizing issues that headers create in Cells?

It is a Header 3, which is the lowest I can use to create the Table of Contents.  Thanks in advance!

    If you want to adjust this style site wide you can edit the theme in Administration > Interface > Theme Studio > Social (or select your theme) > Files > Style Sheet Includes > general.less

    If you just want to adjust it for this page, you can "view source" of the content in the text editor and add something like "style=margin:0.2em 0" to each h3 on the page.
