Null User Id in te_Content_Notifications_UserPreferences table

I'm trying to troubleshoot emails not being sent to users.  I noticed that the te_Content_Notifications_UserPreferences table contained null UserIds.  Is this normal or due to a bug in some deletion process?  I'm on 11.1
