The Group List Widget is not returning any users in the top-level group.
I am not sure I understand, group listing would not return users, it returns groups, can you be a bit more specific?
I meant group member list.
When you say top level, if mean the site root, there are no members, Assuming its a group that accepts membership, then you need to grant the View Membership permission accordingly.
I mean site root. There are 2 members.
As I said, Site root has owners if one chooses, it cannot have members and you still need to set up permissions
