Is there a setting for administrators or for individual users to trigger emails for Private Messages? Private Message email notifications are being triggered for some users, but we can't locate the place in Settings or Admin that this is controlled.

This setting can be found for users by clicking on your profile avatar (top right hand corner of the site) > Click Settings > That will take you to the profile settings page and you should see a tab labeled "Notifications" click that > Scroll down to the "Activity from your Network" section and you will see "I'm sent a private message" at the bottom > make sure the boxes for notify and email are both checked.
