I'm setting up a new Windows system and installing the free edition of Verint Community for development purposes. I ran into this same issue the first time I tried installing it on another dev environment. I'm following these instructions.

Any suggestions for how I can go about diagnosing more specifically what the issue is? I can attach a VS debugger if needed.
