Where can I edit the message in the carousel that reads "Welcome to Your New Community - when publishing new content, mark it as featured to highlight it here"?
This is also part of the widget's configuration. Note the option for defining if and how custom features render. Custom features are defined on those numbered tabs, and the "Welcome" message is an out-of-the-box custom feature. The widget is also designed to render actually-featured content from elsewhere on the site, such as a blog post.
You can configure it to not show the custom features at all, or just change where they render, or edit the custom features.
