Azure deployment - nearly there.. but .less files returning a 404

There is not enough information here, can we see the entire trace with urls?  Are you sure you have setup your siteurl correctly?

I've just got to the end up these instructions and haven't set up anything else (like site URL).. just hit the site for the first time. When you say, 'can we see the entire trace', you mean in Dev Tools, right?

Feels like I'm missing something that allows the .less files to get served to the browser, since everything else is loading including the JS.

Honestly these types of things I would open a support ticket, to troubleshoot requires gathering information like config files, traces etc that really is better suited for that process
