CreateUser REST endpoint - what is the difference between SendEmail vs ReceiveEmails?

I'm reviewing the Create User endpoint and there are two params; SendEmail and ReceiveEmails. What is the difference?

Based on some testing they both seem to control the "Enable email contact" setting. So, are they just synonyms, or is there some other semantics behind this?

...Also, the default appears to be "true", as least with respect to the "Enable email contact" checkbox. If there are different semantics for the two settings, are their different defaults as well?
