Manage Site Theme Link Spirals with Placeholder page in URL

Question

When choosing the Manage Site Theme link from the Admin Sidebar, it adds &PageName=%7BPLACEHOLDER%7D in the URL which causes an endless cycle of Page Not Found and an Orange notification followed by returning to the previous page and then trying again. 
 Is this an indication of a missing file from the upgrade to 11.1 from 10.1? 
 Removing the PageName parameter entirely allows the sidebar and tools to function normally.

I can repro this, you can work around it by going to another site page like a user profile, click the pencil and Manage Site theme. Manage Pages will allow you to select a page.
