In release 9.0, the Blog - Moderate permission was renamed Review Abuse.
You can set the permissions for roles on the blog Manage blog > Permissions tab.
To set blog permissions for a role:
You can search for a permission in the search box, or check the appropriate check box(es) on the list:

- Attach Local Files - Role can upload and attach files to a post.
- Attach Remote Files - Role can link to media hosted on a separate server.
- Bypass Validation - Role can bypass file type (extension) restrictions when uploading files (depends on Attach Local Files permission).
- Create Comments - Role can create comments on blog posts.
- Create Posts - Role can create new blog posts.
- Delete Comments - Role can delete blog post comments.
- Delete Posts - Role can delete blog posts.
- Edit Comments - Role can edit blog comments.
- Edit Posts - Role can edit blog posts.
- Edit Settings - Role can edit settings for a blog.
- Edit Theme - Role can modify theme pages, import/export theme configuration, and change the theme for a blog.
- Manage Content Pages - Role can add, edit, or delete custom pages for this blog.
- Rate Posts - Role can rate blog posts.
- Read Content - Role can access blog post content, RSS and ATOM feeds, associated tags, and create pingback and trackback links.
- Review abuse - Role can moderate and review abuse in a blog.
- Click Save to apply the settings.
