GDPR - te_Attachments export

Question

I need to know how I can extract data out of the table te_Attachments. 
 I believe if I can get a URL to the file that would suffice. I'm not certain how to do this since the ContentId and ContentType are integers and not GUIDs

These usages of Types and Ids are an old internal implementation that link directly to the individual content tables using their integer ids (eg Blogs, Forums). 
 Again with the warning about SQL and upgrades - and this old format is especially vulnerable to changes.
