From the looks of it, only RestSharp.Serializers.NewtonsoftJson.dll is being copied to the output directory and likely not Newtonsoft.Json.dll or RestSharp.dll. In a default plugin project, the output for building is artifacts/build, which is mounted as part of the CFS when the stack runs. So it's looking there for any assemblies required.
Try adding this to your csproj:
<CopyLocalLockFileAssemblies>true</CopyLocalLockFileAssemblies>
It should probably be set by default in the template. I'll log that.

All of the assemblies were copied across, including Newtonsoft.Json.dll and RestSharp.dll.
And those are definitely all in /artifacts/build? To be clear, debug building in the template project wouldn't likely do this by default unless you added <CopyLocalLockFileAssemblies>true</CopyLocalLockFileAssemblies>.
I'm not able to replicate this so far. The error still points to missing or non-loadable DLLs.
