Is cfs-init actually required on every run?

Now I've upgraded a customer site, I'm finding it's taking 5+ minutes to bring a site up as it's getting stuck on the cfs-init container every time. The CFS is only 2GB locally as it doesn't contain all the images/attachments etc. but given the production CFS is 130GB, I can see this is going to take much longer every time it starts up. Can this safely be removed as a routine dependency for web/job and only run after upgrades etc? It's not going to be great waiting 5 mins or possibly much much longer. depending on what it's like with the full data.
