Missing Context Pane Resource

On an upgraded site (from v13.0.1.31442), I am seeing this missing resource. I've followed the upgrade steps exactly including the CFS and SQL restore, but this resource is missing. I'm not sure if it's related, but I also see the exception below in the logs.
