We were told that this would be exposed so that we are able to determine if the user is being impersonated or is logged on. Is there some other API safe way to detect if the user is impersonating?

As in the same issue? Not likely no. Loading APIs is done before plugins are initialized, it is not tied to individual requests. The fact you are in a plugin having an issue means that stage has passed.
