Seems like this is a lingering bug in the latest version of 13 and in v14. It is also a minor UI issue. Under Gallery → Pencil Icon→ Manage Gallery → Files → If you have no files to display it displays the message “No results” twice. It only displays it once under unpublished - so it looks okay there
